CHARLES TOWN — A pair of homeowner assistance programs will be up for public hearing at this morning’s Jefferson County Commission meeting.

According to the agenda for the gathering, the commission is set to mull housing needs of Jefferson County for the HOME Investment Partnership Program. The program, which helps low-income individuals and families find affordable housing in Jefferson County, is typically aimed at first-time homeowners.

The other program set to be discussed is the Eastern Panhandle HOME Consortium of West Virginia, and the hearing is aimed at the commission deciding for or against participating in it from July 1 to June 30, 2022. That program provides income-eligible buyers with a deferred no-interest loan for down payment and closing costs. It also provides that the first mortgage payment is not more than 30% of the monthly household income.

Among the other things the program offers are zero-interest loans with no repayment if the buyer remains in the home, a limit of up to $14,500 for a down payment and closing costs and gap financing. To be qualified, a resident must be a first-time homebuyer, and the house must pass code inspection, among other qualifications.

According to the agenda, the commission will discuss and act on the resolutions after the public hearing concludes.

Also expected at the meeting is an appointment for one term on the Jefferson County Board of Zoning Appeals and a zoning map amendment rezoning request for property designated as a tax district in Harpers Ferry.
